Will the housing market get a boost from the budget?

Will the cut in tax bills for buy to let landlords and institutions help the housing market start to move again? Apparently it will enable pension funds to buy homes in bulk without unfair spikes in Stamp Duty. But will this be enough isn't the main concern first time buyers not being able to get a foothold?
