Does a home valuation in effect fix the price of a property?

What if a survey differs in the value estimation when compared to the estate agents valuation? How does a surveyor calculate for their valuation basis?

In the main valuers will look to get comparable from recent sales with the area. The agent may have been instructed by their clients to sell at a certain price. or they have put the prices at a higher valuation simply to take the business from a rival agent in the hope to sell at a reduced amount once the client is hooked.
